Working his way through St. John’s University as a union
roofer, Larry has since started a business and was elected
St. Joseph’s Mayor in 2000. As mayor, Larry has lowered
taxes, brought millions of dollars of new business and jobs
to the community, opened new parks, and increased public safety.
Campaign Literature
Larry Hosch’s Priorities at
the Capitol:
- Funding
Schools: Fair and adequate state funding for schools.
We need to ensure education is adequately and fairly funded
by the state. Funding the basic needs of education should
not be the responsibility of local property tax payers.
- Health
Care: Affordable and accessible health care; especially
for seniors and children. I will work hard to halt the sky-rocketing
prices of prescription drugs and to ensure that all Minnesotans
have access to much needed healthcare.
- Environment:
Protecting our environment will allow current and future
generations of Minnesotans to continue our strong tradition
of hunting and fishing.
- Economic
Development and Business:
I will work hard to continue my track record of building
a strong business and industrial environment across Minnesota
- Creating
Good Jobs: A strong rural economy that supports
good jobs with good benefits. Like I have as mayor of St.
Joseph, I will work to create jobs that provide livable
wages and health benefits, ensuring that all of Minnesota's
citizens have the tools required to excel in all stages
of life from children to the retired.
- Local
Control:
Local decisions to be made by local people. I intend to
allow local decisions to be made by local people.
- Pro-life:
Respect for all life from conception to a natural death.
My deep belief in the catholic social justice doctrine has
taught me to value life from conception to natural death.

Health Care Reform
- Authored the Health Care Reform bill that will begin transforming health care in Minnesota, expanding access, improving quality of care, and reducing costs
- Chief authored nursing home funding legislation that gave nursing homes their greatest increase this decade
- Expanded health care access to over 110,000 Minnesotans, including over 40,000 children
- Secured a needed $15 million funding increase for Minnesota nursing homes and long-term care workers
- Overhauled Minnesota’s mental health system, including over $80 million for the Minnesota Mental Health Action Group Initiative
Education
- Restored funding to early childhood education programs like Head Start and ECFE after the dramatic cuts of 2003
- Reinvested in our K-12 classrooms in 2007 with strong state funding and worked to provide an additional boost in 2008
- Put an end to double-digit tuition increases at U of M and MnSCU institutions such as SCSU and St. Cloud Technical College
Property Tax Relief for Central Minnesota
- Worked with legislators on both sides of the aisle to pass significant property tax relief for Central Minnesota homeowners
- Delivered $60 million in restored local government aid to cities and counties to hold down property taxes for critical services like police and fire
- Infused $25 million in direct aid through property tax refund that expanded eligibility to best help those who have been hit hardest by property tax increases

Transportation
- Passed a fiscally responsible transportation bill to build safer roads and bridges across the state
- New funding will fix or replace our state’s worst bridges in two years, including the Desoto Bridge in St. Cloud
- Eased traffic congestion with new transportation funding, moving forward needed repair projects on I-94 corridor
Standing Up for Veterans
Serving on the Government Operations & Veterans Affairs Committee, Rep. Hosch made it a priority to make sure Minnesota remembers those who serve. Larry helped pass provisions to help veterans returning to college campuses, provide leave time for families of injured soldiers, and $3.48 million in additional veterans programs.
Working Across Party Lines
Whether it was working with lawmakers from the region or issues of common ground, Rep. Hosch tried to reach across the aisle to get good legislation passed. Larry authored or co-authored numerous bills with members of both parties.
Reforming the Process
After the 2005 session, Rep. Hosch introduced several proposals to reform the Minnesota Legislature. Larry authored a bill that would have banned daily per diem payments to legislators during special sessions. Another would prevent conference committees from adopting legislation neither the House or Senate has passed. The bills made it all the way to the House floor, but legislative leaders killed the bill before the House could vote on it. Backing up his ideas, Larry refused per diem during the 2005 special session and remains committed to reform.
